Provide: the two matchup outputs from Step 2.1, the pitcher's recent form (last 3 starts), season-to-date peripherals (xERA, K%, BB%, CSW%), and the category-state signal from Phase 0.
The skill returns: `qs_probability` (per start and weekly), `k_ceiling` (per start and weekly), `era_whip_risk` (per start and weekly), and the composite `streamability_score` (0–100).
**Step 2.3 — Apply the QS-weighted threshold.** Default stream threshold is 70. Adjust:
- If the league-cat state has QS as a priority push this week, accept 65+.
- If ERA/WHIP are close and critical, require 75+ and `era_whip_risk ≤ 40`.
- If a candidate's **both** starts carry bullpen-game risk, disqualify regardless of score — a bullpen-game SP cannot deliver a QS.
- If a candidate is two-start but only one start is streamable, consider a **partial stream** — add the pitcher, start them on the good day only, bench on the bad day. Record this explicitly.

- Per-start `streamability_score` < 45, AND a FA stream from Phase 2 scores ≥ 65 on the same day.
- Per-start `era_whip_risk` > 70 AND the user's ERA/WHIP cat state is `losing` or `tied`.
- Bullpen-game flag triggers on that start (avoid the whole start).
- Pitcher returning from IL with unclear workload cap (no QS ceiling).
**Step 3.3 — Do not sit lightly.** Elite SPs (Skenes, Wheeler, Skubal tier) almost never bench — their K ceiling and QS baseline clear the matchup penalty. The bar to bench a top-20 SP is very high: stadium extreme + opponent top-3 offense + rested bullpen facing them.

- Weather risk — rain-shortened start = zero QS.
- Pitcher regression flags — xERA much higher than ERA, BABIP suppression, HR-per-FB cold streak due for correction.
- Schedule-ahead risk — is this start on a short-rest day, or after a long outing?
### Synthesis
After both variants, synthesize with these rules:
- **Both agree stream** → stream, `confidence: 0.80–0.95`.
- **Both agree pass** → pass, no entry in stream list.
- **Advocate stream, critic hold, synthesis clear** → partial stream (one day only) or stream with caveat, `confidence: 0.55–0.75`.
- **Variants split with tradeoff** → partial stream; list the residual risk; `confidence: 0.40–0.55`.
- **Critic surfaces showstopper** (bullpen game flagged by source, rain-out near-certain) → abort this candidate; flag to user.
The same synthesis logic applies to bench decisions: advocate says "start our guy," critic says "bench our guy and stream" — synthesis picks the higher-floor option.
### Variant-scoreboard adjustment
Before finalizing, read `tracker/variant-scoreboard.md`. If the critic prior has historically been more accurate on streaming decisions (common — streaming is where overconfidence hurts most), weight synthesis toward the critic by 10–15%. Document the weighting in the signal.

## Known Failure Modes (for the red-team pass)
- **Streaming a five-and-dive SP.** The pitcher routinely goes 5 IP. In a W league, fine; here, zero QS and added ERA/WHIP.
- **Missing an opener-start tag.** The "starter" on RotoWire turns out to be an opener for a bulk guy — no QS path.
- **Chasing a K ceiling into an ERA hole.** When ERA/WHIP are contested, adding variance for Ks can cost two cats to gain one.
- **Benching an ace on a bad matchup.** The bar to bench a top-20 SP is very high; do not bench over a single park factor.
- **Forgetting weather.** A rain-shortened start is zero QS. Always pull the forecast at signal-emit time and flag if ≥ 30%.
