Canonical MCP server config (stdio transport):

- `ACTA_INSTANCE_URL`: Acta instance to connect to. Defaults to https://veritasacta.com. (example: `https://veritasacta.com`)
- `ACTA_DEVICE_ID`: Device identity used for budget / rate limiting. Auto-generated if unset.
Note: Authentication is via an X-Device-Id header; no account or API key required by default.
