arifOS is an MCP server that acts as a constitutional governance kernel between AI agents and their tools, enforcing a 13-floor decision process before irreversible actions. It exposes canonical public verbs for session initialization, observation, reasoning, routing, critique, memory, judgment, guarded execution, reply composition, and immutable sealing to VAULT999.
