Clone and build the server locally
The README only documents a local install path. Clone the repository, install dependencies, and build to produce dist/index.js.

  - `HILMA_READ_API_KEY`: Hilma Read API key used by get_notice_full. The README states this is the same avp-read subscription key as HILMA_API_KEY; set it to the same value. (example: `<your-hilma-api-key>`)

Note: The README shows the env vars can be placed in a local .env file or passed directly via MCP client config. For portable MCP configuration, include them in env. The documented command does not pass env explicitly, so the server may also read from a local .env file in the project directory.
